Continue progress on road improvements which includes underground utilities such as waterline replacement.

Continue full transparency as required by law and that is currently available through City newsletters, website, public Governing Body, Boards and Commission meetings, with live video and recorded options.

Continue enforcement of existing Ordinances, Policies, and procedures, as they have been legally done during my tenure as City Councilor.

Continue to work with the Governing Body to achieve beneficial advancements to City services.

Continue the City efforts to provide affordable housing so our children and families can stay in Rio Rancho as productive adults, retaining the “family unit” benefit.

Continue improving our quality-of-life amenities like parks, trails, open space, senior centers, and our wonderful sports facilities.

Work towards beginning a very exciting new multi-generational community facility near Northern and Rockaway Blvd

Work towards a better Utility Department response system.

Work with Sandoval County to achieve a beneficial relationship to serve the mutual citizens we serve that recognizes that Rio Rancho is more than 70% of the County’s population and 60% of its revenues.

Work to fill vacant Board and Commission seats.  These are the backbones of our Community, allowing residents to become directly involved with their government.

Work with City and regional economic development teams to bring new jobs and employment options to our residents.

Funding for state-of-the-art emergency services equipment and vehicles to keep our emergency responders and citizens safe.

Upgrades to our groundwater re-injection system to continue our accomplishments toward a sustainable community.

Public Infrastructure

  • Nearly 50 road projects completed including over 180 miles of neighborhood streets have been improved, and more to come.
  • Thousands of water service lines have been replaced
  • Over $50 million of funding from Road Improvement Bond has been applied to road improvement projects. .

  • A phased crack, patch, and seal program created with an annual budget to repair for residential streets to extend the life of qualified roads.
  • A phased hybrid mill and inlay program with an annual budget for residential streets beyond what the crack, patch, and seal program can repair.
  • Funds allocated to upgrade the city’s primary wastewater treatment facility.
  • Continue to support our advanced water filtration system, Rio Rancho Pure, which continues to extend the life of our only source of water, the Aquifer.
  • Conversion of the City’s street lighting system to LED lighting, reducing the cost of running the City of Rio Rancho.

Economic Development and Community Investment

  • Expansions of the Presbyterian Rust Medical Center and UNM Sandoval Regional Medical Center, increasing healthcare service and availability.
  • Thousands of single-family homes were constructed, a variety of senior housing communities were opened, and several multi-family and affordable housing projects were completed.

  • New companies such as Safelite and NTx Bio joined the community and were supported by state and Rio Rancho local government. Existing large companies such as Intel, and small businesses like Deluxe Design, significantly expanded their operations and received state and Rio Rancho local government support.

Operations – Personnel and Finance

  • The City increased its reserves to be better prepared for emergencies and the unknown.
  • The City’s budget and financial documents were audited and recognized nationally, amongst the best.
  • Thanks to voter support, a new Permanent Fund for the City was established with a one-time investment that will grow over time. This growth fund will provide recurring resources to fund public services without additional taxes.

  • Outreach programs like the newsletters that are mailed to all Rio Rancho Addresses to inform citizens about initiatives, events , and City Councilor meet and greets to increase citizen engagement.
  • Developed 5-year Strategic Plans with goals and objectives to help advance the community.
  • Via new collective bargaining agreements, enhanced benefits for RRPCA (Rio Rancho Police and Communications Association); the American Federation of State, County and Municipal Employees (AFSCME L3277); and the Rio Rancho Firefighter’s Association – International Association of Fire Fighters (RRFA -IAFF L4877).
  • The City has regularly adjusted personnel wages and increased benefits to retain and attract new employees and remain competitive in the market.
  • Fiscally responsible governing: The City’s gross receipts tax rate continues at the same tax rate, 7.4375%, and has not increased since 2014.
  • Numerous Rio Rancho’s bond ratings have been upgraded.

Public Safety

  • With voter support, the City granted about $15 million to invest into our public safety departments, Rio Rancho now is among the best in the state with it’s modern equipment enabling them to perform their responsibilities safely and effectively.
  • Supporting the growth of our City, the Police and Fire/Rescue Departments’ personnel have increased by over 20% giving us a safer community.
  • Rio Rancho continues to enjoy low crime ranks highest in New Mexico among cities with a population above 10,000.
  • Mariposa’s Fire Station #6 is open again, and now with up-dated equipment and vehicles and more personnel based on community needs.

Quality of Life

  • A new senior center, the Broadmoor Senior Center opened. Phase 2 expansion is underway currently.
  • Opened a new branch library in conjunction with a new recreation center featuring pickleball courts called The Hub in Enchanted Hills.
  • Campus Park, with the award-winning sky room amphitheater, was constructed in City Center to serve as a community outdoor gathering space and activity hub.  Phase 2 of the park was completed in 2025.
  • Acquired a new bookmobile to bring library materials to community members at various locations and stops throughout the City.
  • Established low-income home repair/rehabilitation program using available Federal Funding.

  • New, annual community events, such as the Fall Festival and Juneteenth were established, and existing events such as Winterfest have been reimagined.
  • Thanks to voter support in 2022 and 2024, a Quality of Life Facilities Bond was established to improve and maintain parks and libraries.
  • Installed library pick up lockers around the community to allow for 24/7 access to materials.
  • Updated regulations and standards for unreasonable noise with objective criteria that can be enforced.
  • Established short-term rental regulations to allow for the lawful conduct of this activity while taking into account neighborhood quality and character, property rights, public safety, housing availability, and best practices.
  • Created rebate program for swamp cooler replacement to encourage water conservation and energy efficiency.
